Description

The California American Indian Tobacco Initiative Evaluation (CAITIE) was tasked by the California Tobacco Prevention Program at the California Department of Public Health (CTPP-CDPH) to evaluate the American Indian Initiative, a state-funded program that directly funds California Native governments and organizations to develop locally effective commercial tobacco prevention programming. The evaluation aimed to assess the grant's effectiveness in: (1) building capacity and skills within Tribal communities for commercial tobacco prevention and reduction interventions, (2) mobilizing and engaging community residents and governments to support policy and system changes, and (3) enhancing the implementation, support, and evaluation of Tribal policy and system change campaigns for commercial tobacco use reduction.

The first five-year cycle of the American Indian Initiative ran from 2019 to 2024, while the second cycle began in 2024. The evaluation took a mixed methods approach to this assessment that included surveys, interviews, and talking circles with project staff and community stakeholders.

This collection includes summative materials of the evaluation such as the final evaluation report, policy briefs, findings dissemination materials, and links to explanatory webinars. It also includes methodological materials including the survey, interview, and talking circle instruments and protocols, as well as the quantitative and qualitative codebooks. Finally, the collection includes cleaned and anonymized survey data, as well as an anonymized summary of qualitative data. Variables on the location and identity of Tribes were excluded to protect participant confidentiality. Full transcripts of qualitative data are not made publicly available due to concerns with participant confidentiality.
